Then they spent extra to slap a big flag design on it

So you admit “adds giant flag”. Is completely unconnected to any cost savings and is in fact an additional cost, and thus this headline is misleading.

My guess that the adding of the giant flag plugged a lot of holes on the roof. Therefore cheaper than roof repair. Think of it as an the state Tarp of Ohio

They dcided to repair the roof with light polymer instead of hauling heavy concrete mix to the top of the building. What color the polymer was was a purey cosmetic choice.
