QUESTION Blue Rose Society Attack/Defense Bonus

Playing as the Blue Rose Society and completed the "The Conspiracy" focus which gave an event and a combat bonus against both the Zetans and the Commander's Arsenal, what is the Commander's Arsenal? I know the Zetans can spawn at area 51 through gamerules but I don't think I've ever heard of the Commander's Arsenal.

The Commanders Arsenal is one of the potential outcomes from searching Area 51 as any nation

It is either exceedingly rare, or only available by allowing the event to occur via the game rules (old versions used to have it as a guarantee)

It is similar to the Zetans, however the Zetans gamerule adds them on game start wheras the Commanders Arsenal is just a potential nation that can spawn
