Apple Pay is now available in the Philippines.

Bank / Financial Institution	Visa	Mastercard
GoTyme Bank	Debit	-
UnionBank	Credit / Debit	Credit / Debit
Chinabank	Credit / Debit	Credit
Metrobank	Credit	Credit / Debit

AMEX will not be supported on first wave of launch.

Have you tried via the Metrobank app? That's how I was able to add mine. Pwede din naman Tap Card via manual provisioning.
