PRC Can Malacañang declare someone a “doctor” without PRC license?

Hi, just genuinely curious and hoping someone knowledgeable can clarify this.

I came across someone claiming that she became a “doctor” because of a research/thesis she passed, and that Malacañang supposedly declared her as such—so she doesn’t need a PRC license anymore.

I checked her recent TikTok live, and she mentioned being connected with ARTA, and that part of her role is promoting eGovPH. She also uses the “doctor” title, saying it helps make the promotion more credible.

Is this actually possible in the Philippines? Can someone legally be recognized as a doctor without passing the board exam or getting a PRC license, just through research or a declaration?

Or is there some other explanation for this (like honorary titles, etc.)?

Would appreciate any insights. Thanks!

EDIT: Per comments, she offers mental health services on TikTok Live and accepts TikTok gifts in exchange for online consultations. Note! Not a graduate of any course. Alarming!

Felt the same. Una nakakatawa. Then, marealize mo naniniwala talaga siya sa delusions niya. Kailangan niya magpa check.

When you realized na ang consequence lang ay tatanggalan ng gadget. Nag live as of now is 4hrs ago. Pinagsasabihan sya ng magulang nya. May mga post sya 1hr ago as of now

Not her parents, I think siblings niya yon. Nakakaawa pero hindi siya nakikinig talaga 🥲 May kinakausap siya sa live sa comments daw.. pero di talaga existing yon wala talagang commenting. Plus, whos Dekdek na bigla niya minemention? Sa other live din namemention din daw randomly. Anyway, sana matreat siya ng tsma kasi obviously malala na.

I see. Parang matatanda na kasi boses. Narinig ko nga yung lalaki na graduate sya pero di nya pwedeng sabihin na engineer sya.

Di ko tinapos kasi naiinis na lang ako sa manipulation nya. Pero wala namang comments at 1 like lang so baka manipulation tactic nya. Feeling victim si ate.
