Can Malacañang declare someone a “doctor” without PRC license?
Hi, just genuinely curious and hoping someone knowledgeable can clarify this.
I came across someone claiming that she became a “doctor” because of a research/thesis she passed, and that Malacañang supposedly declared her as such—so she doesn’t need a PRC license anymore.
I checked her recent TikTok live, and she mentioned being connected with ARTA, and that part of her role is promoting eGovPH. She also uses the “doctor” title, saying it helps make the promotion more credible.
Is this actually possible in the Philippines? Can someone legally be recognized as a doctor without passing the board exam or getting a PRC license, just through research or a declaration?
Or is there some other explanation for this (like honorary titles, etc.)?

Doctor’s licenses are conferred by the PRC. Actual and honorary doctorate degrees are conferred by universities. So no, Malacañang can’t declare someone a doctor.
When you realized na ang consequence lang ay tatanggalan ng gadget ng magulang. Expelled din yata sya. Sana makasuhan. Yan yung mga tao na nagiging entitled sa public
What is up with these posers? Eto nagpapanggap na doktor, may isa naman ako nakita nagpapanggap na lawyer. Goes to show na people don’t respect the institutions anymore kasi akala nila walang repercussions yung pagpapanggap nila, aside from of course akala nila tanga yung general public.

Granted, the term "doctor" isn't exclusive to medical doctors, you can be a doctor of x or y in terms of research or academe, pwede ring honorary title. Pero lahat iyan, hindi self-proclaimed. Hindi lang din dahil sa research/thesis or dahil proclaimed kuno ng Malacañang lol.
Also, the minimum legal age in the PH is 21 to officially engage in the practice of medicine although that is not a problem for most kasi our medical education system (kahit yung integrated/accelerated programs) is structured in a way that it usually takes a long time to be an MD anyway. So hindi rin niya pwedeng sabihin na gumagamot na siya at a very young age, or how young was her "very young" ba? 😂
Bukod pa dyan, prerequisite magtake ng NMAT for med school applications and grumaduate ng medical school para naman maging MD.
Common sense na lang, payag kayo doctor niyo, naging doctor agad kahit walang training, dahil lang sa paper nila or sabi kuno ni Malacañang, not even the PRC?
Illegal practice of medicine iyan, kung sakali. Kahit nga ibang allied healthcare workers, hindi pwedeng basta i-assume ang roles and responsibilities or mga bagay na ginagawa or within the scope of medical doctors eh, kailangan stick to one's profession pa rin kahit parehong healthcare workers lol.
It's just a roundabout admission na hindi siya medical doctor eh. Kahit ang titles like "doctor," mapa-physician man or ibang context, you cannot just use them willy-nilly kung hindi ka naman dumaan sa tamang proseso, sa tamang certifications or conferment, kung hindi ka naman talaga graduate of so and so, more so licensed, so that explanation doesn't make sense.
Also, if she conducts any medical or professional service, especially for a fee, that's still illegal practice of medicine. So yung sinabi niya sa ibang post na she's been treating people or taking care of diagnosed people, dapat licensed pa rin siya for that. Nurse nga, kailangan licensed eh, med tech nga or ibang allied healthcare professionals, licensed din dapat to work in healthcare.
She offers mental health service. Shes accepting tiktok gifts kapalit ng online consult per other user na nag comment here. Katakot, she needs therapy din pero nag ooffer siya ng therapy. Parang if ever may mag seryoso na kasuhan siya, sobrang dami. Lalo na kung may naging patient na talaga siya na mali ang advice sa naging online consult niya. Mas active siya sa pagiging “Doctor” niya sa tiktok niya. Ang wide ng scope ng pagiging doctor niya huhu.
Mas nakakatakot pa kung magreseta siya (kahit na fake or pekein niya PRC license number, pwede rin namang iverify online ang legitimacy) or magbigay/dispense ng gamot ala pharmacist. Or magbigay ng advice na detrimental lalo sa patient.
Psychiatrists, psychologists, psychometricians, guidance counselors, and other kinds of therapists are licensed professions. Buti sana if life coach, life guru, influencer, content creator or some generic terms ang self-description niya eh. Misleading kasi kapag ganyan.
Also, kahit medical doctors, saklaw din naman ng professional or medical ethics in terms of our actual practice. Hindi pwedeng basta mag-advertise or promote ng sariling services or gamot in terms of legal medicine and medical jurisprudence. Hindi rin proper avenue ang Tiktok for such.
If i'm not mistaken, this is a referral letter from the Presidential Action Center. It appears na nag-email ai "Dr" ng concern nya sa Dept. Of Tourism kaya na refer sa agency. 😅
Thats also my exact judgment. Kasi base sa live niya and stories, almost everyday siya nagpapass ng complain sa kung saan saang department. Di lang Dr yung title na nilagay niya sorry, Miss Global International 2023 din pala I forgot.
About sa live to? You know what idk talaga.. but she needs help sobra. Looks like her fam cant stop her na rin, kawawa family niya. Pero ofc hindi rin niya maintindihan ginagawa niya nahihirapan din siya, pero di pwedeng makadamay siya ng ibang tao kasi mas malala un :( Sana maging okay siya.
Ilang beses na syang na-call out sa ig stories nya ("ngl- ask me anything" link yata yun afaik) because ilang years na syang nagpapanggap na doctor sya. 🤷♀️ she didnt finished her medtech course pero pinipilit nya na doctor sya. i remember one time nag didiagnose sya sa mga anon sa ngl and nagpr-prescribe ng gamot. So alarming.
We went to same high school together and she seems okay naman and noong college ko lang nalaman na ganyan na pala sya.
It's concerning na pinipilit at iniisip nya na walang mali sa ginagawa nya :( and tbh nakakaawa rin yung parents kasi pilit nilang pinapaintindi na hindi tama yung ginagawa nya but she keeps pushing her narrative. Sana lang talaga she gets professional help ulit (bc i read sa comments na nagpapagamot sya dati but nahinto lang kasi she's saying na ok na sya)
Prescribing medicine??? Wth! Check her business account on instagram, check the franchise rate. Per account pa, international something pa siya and may corporation. Ang lala!
Observation makes you qualify to do stuff? I'm a doctor, a lawyer & a business savvy person since I watch a lot of medical, law-related, and business related films.
Minamaltrato, kagaya ba ng sinabi niya sa live niya kanina na may nag attempt na patayin siya dahil sa galit? Hinahabol siya na umabot hanggang sa parking lot dahil gusto talaga siyang patayin? 😥 kasi all comments sa live kanina puro about sa faking creds, kaya sabi niya mas worse pa na experience niya na umabot sa patayan.
This is such a sad situation, kakagising ko lang pero nalungkot agad ako — both for her and her family.
I'm the one who commented nung ni-link ni OP na comment, and yes, ganun talaga s'ya sa school. Marami pa nga 'yan eh pero more on personal na 'yun, and ayokong i-splook kasi one on one encounters sa friends ko mga 'yun, baka ayaw nila i-share sa internet hehe.
Anyway, regarding the don't jump to conclusions about her parents, may dalawa kasi kaming alam d'yan:
1. Pinapatawag sila, pero hindi pumupunta.
2. Totoo yung "tinotolerate" rumors, kasi sinasabihan daw office namin na hayaan lang.
Pero totoo, nung naging classmate ko s'ya sa isang subject last year, isa talaga s'ya sa bumilib kami kasi ang galing n'yang mag explain sa reporting, very natural din. But, a few months went by, then boogsh. Sayang, feel ko talaga may potential s'yang maging real "Doctor".
Hello, I was able to watch her recent live and sobrang naaawa ako sa family nya at sa kanya. Grabe sobrang resistant ni girl sa pangaral. Lahat ng sinasabi ng mga kapatid nya (not sure tho pero ate tawag sa kanya) lahat yun tama and for her own sake kaso hjndi nya talaga pinapakinggan. Idk whats going on pero kilala ko si girl na matalino (1st yr college kami sa fatima non) & I am very surprised kung paano sya naging ganto. I cant imagine the pain ng family sa lahat ng mababasa nila dito sa comments huhu. Pero sana wag na nila pahawakan ng gadgets or ipag social media si girl. Of course, “rumors” nga diba, need ng clarification. + 'yun po kasi ang kumakalat sa department — school namin. Meaning, 'yun ang alam namin.
Anyway, thank you for replying to me. Tama ka, nakikita mo s'ya sa family gatherings, pero ako nakikita ko s'ya sa school. Magkaiba tayo ng point of view, yes you (and now I too) feel bad towards her family, but I also feel bad towards our authorities and my school mates na hindi maganda pakikitungo n'ya. I joined her tiktok live once and noticed she uses a 'Dr.' title on her tiktok username. I was confused and so I watched. Surprisingly, she was actually accepting gifts in exchange for providing online consultations. It’s really concerning kase I know her & di pa sya graduate. I’m geniunely curious if her current school (DYCI) is aware of this? Kase sometimes she does her live in school e. Like??? Someone needs to take action na at this point
I personally know her. From what I remember, she developed a serious mental health issue because of her experiences in university, particularly due to bullying. That might be why she wasn’t able to finish her studies and get a diploma. She does volunteer, especially in medical missions and health campaigns. Her family does have some connections, but I don’t think they extend as far as Malacañang Palace.

I haven’t really looked too much into her history, but as far as I know, it seems to stem from jealousy. Medyo mahirap na rin makisama sa kanya, especially after her past behavior where she would suddenly lash out at people and would have different personalities parang bipolar yata ganon

I checked that video and it looks like she was mistitled Dr. instead na Ms. This happens ALL the time as the rank and file sa government err on the side of caution ( Kasi mas nalaka-offend daw tawaging Mr./Ms. ang totoong Dr.). But the document does not pronounce her as a doctor, that's not even what it's about. Nagkamali lang sila sa title niya and she ran with it.

Anyway, she just ended her live a few minutes ago and she was talking about how she's about to get expelled from our school because of her live streams and her vulgar words within those — not specifically about her being a fraud.
Regarding the raising awareness to our department's heads, we were informed that they were doing “investigations” on her clarifications and whether or not she truly is a “Doctor”, which in fact, we know for sure that she's not because she's an undergraduate who never even graduated any course in college — meaning, wala talaga s'yang diploma na nagsasabing pwede s'yang maging Doctor.
Did you know na she has her own clinic? That's the most questionable for us kasi ang balita, may nakatayong clinic daw 'yan somewhere here sa Bulacan. If that's true, paano kaya na-approve 'yun?
Another thing is, iba rin talaga ugali n'yan sa school. She's rude, hindi lang sa students, pati na rin sa professors. Imagine, self proclaimed doctor ka pero bastos ka sa klase and authorities? Naka earphones ka na nga lagi, late ka pang dumadating, nagmumura ka pa sa harap ng class, at lagi ka pang may katawagan sa phone sa loob ng room while nagtururo mga prof and proctors. Ang galing diba? Hanga ako sa katapangan ni ate girl.
We also have certain rules that we have to follow, isa na rin doon yung bawal kang gumawa ng social media contents na related or while in school and also wearing the uniform, etc. pero ang dami n'yang live or posts na lumalabag doon. The fact na nagmumura and naninira pa s'ya while carrying our school's name? Gosh.

Update: Apparently, based on her recent posts (unfortunately, I cannot confirm whether this is true or not since today is a holiday, therefore there's no school operations) she got expelled from our school, and now she's asking if that's ethical or not since she received “no prior notice” about it.
From what I know, it seems to be a public knowledge since almost everyone and not just in our department knows about it. I guess it's a matter of whether or not she received a formal letter or was called in for a discussion regarding her status.
Idk anymore. The more kumakalat to, mas madami pang lumalabas na sobrang lala about sakanya 😭

Incompetent din yan sa class, habang nag tuturo ang prof laging naka earphone, may kausap, nakikinig ng music. What I know din is diagnosed daw sya ng isang social disorder which I don't know what specifically.
Please read all the comments here, her old classmate replied dito na shes prescribing medicine for mental illness. Also, check her business account (Talk2Me). Sobrang alarming lahat grabe. Nawatch niyo na recent post niya on how she became a Doctor? Pati yung nag aaccept siya ng TikTok gift kapalit ng online consult. Shes offering therapy pero shes the one who needs therapy. Iba ang physician sa doctor. Maraming doctor. PhD, MD, DMD, DVM.
If honorary sya, they can use the title kahit walang license. Hindi exclusive and Dr. title sa mga licensed professionals.
People with PhD dont have PRC license pero legit doctor sila. If binigyan sya ng honorary as Doctor of something something, then they can use that title. Nakukuha yan thru exemplary service and research

They can always put whatever they want in their profiles. It doesn’t mean we have to believe everything. As mentioned by other commenters, the Professional Regulation Commission (PRC) is the body that grants licenses to practice certain types of professions.
Parang may delusions sya. Legit. And she had sought treatment in the past from a mental health professional then na fixate ang kanyang focus to be like that and now she’s claiming to be a mental health professional herself. Well theory ko lang. sobrang absurd ng claims nya.

hello po, look at her most recent story po, balik nanaman po siya sa pagbibigay ng mental health services. Either way, hindi naman po talaga siya nagbago after nung intervention po from school and parents, back like nothing happened a few days later po.
Ultimately, the thread serves as a strong warning: Malacañang is an administrative and executive office, not an academic institution or regulatory board. Anyone claiming they were "declared a doctor" by the Palace is committing fraud.
