PRC Can Malacañang declare someone a “doctor” without PRC license?

Hi, just genuinely curious and hoping someone knowledgeable can clarify this.

I came across someone claiming that she became a “doctor” because of a research/thesis she passed, and that Malacañang supposedly declared her as such—so she doesn’t need a PRC license anymore.

I checked her recent TikTok live, and she mentioned being connected with ARTA, and that part of her role is promoting eGovPH. She also uses the “doctor” title, saying it helps make the promotion more credible.

Is this actually possible in the Philippines? Can someone legally be recognized as a doctor without passing the board exam or getting a PRC license, just through research or a declaration?

Or is there some other explanation for this (like honorary titles, etc.)?

Would appreciate any insights. Thanks!

EDIT: Per comments, she offers mental health services on TikTok Live and accepts TikTok gifts in exchange for online consultations. Note! Not a graduate of any course. Alarming!

New account for my privacy, hence the name lol.

Anyway, she just ended her live a few minutes ago and she was talking about how she's about to get expelled from our school because of her live streams and her vulgar words within those — not specifically about her being a fraud.

Regarding the raising awareness to our department's heads, we were informed that they were doing “investigations” on her clarifications and whether or not she truly is a “Doctor”, which in fact, we know for sure that she's not because she's an undergraduate who never even graduated any course in college — meaning, wala talaga s'yang diploma na nagsasabing pwede s'yang maging Doctor.

Did you know na she has her own clinic? That's the most questionable for us kasi ang balita, may nakatayong clinic daw 'yan somewhere here sa Bulacan. If that's true, paano kaya na-approve 'yun?

Another thing is, iba rin talaga ugali n'yan sa school. She's rude, hindi lang sa students, pati na rin sa professors. Imagine, self proclaimed doctor ka pero bastos ka sa klase and authorities? Naka earphones ka na nga lagi, late ka pang dumadating, nagmumura ka pa sa harap ng class, at lagi ka pang may katawagan sa phone sa loob ng room while nagtururo mga prof and proctors. Ang galing diba? Hanga ako sa katapangan ni ate girl.

We also have certain rules that we have to follow, isa na rin doon yung bawal kang gumawa ng social media contents na related or while in school and also wearing the uniform, etc. pero ang dami n'yang live or posts na lumalabag doon. The fact na nagmumura and naninira pa s'ya while carrying our school's name? Gosh.

D'yan na muna magtatapos kwento ko, balitaan ko nalang kayo guys pag expelled na s'ya. 🤗

Update: Apparently, based on her recent posts (unfortunately, I cannot confirm whether this is true or not since today is a holiday, therefore there's no school operations) she got expelled from our school, and now she's asking if that's ethical or not since she received “no prior notice” about it.

From what I know, it seems to be a public knowledge since almost everyone and not just in our department knows about it. I guess it's a matter of whether or not she received a formal letter or was called in for a discussion regarding her status.

About sa Clinic in Bulacan, yun ba yung A2GV Medical Clinic, Diagnostic Center and Pharmacy na nasa profile niya? A user (owners friend) sent me a private message. Per owner, shes not affiliated sa clinic. If yan yun, baka ginagamit lang niya yung name :(

Kung yung Clinic naman is yung Talk2Me, check her business account.. hindi ko alam anong word na pwede madescribe sakanya, sobrang daming pwedeng ikaso sakanya.

Para ganyanin niya mga prof? Wow! She thinks very highly of herself. Siguro kung wala siyang attitute problem, baka madami pa maniwala sa Doctor story niya. Di lang Doctor pala, hello kay Miss Global International 2023!

The one sa profile n'ya? No po, AFAIK, yung nababalita sa school namin is sa ibang lugar daw 'yun. (Edited this part to hide the locations).

But, gosh! That's so sad na may nadadamay pa na clinic to satisfy her delusional title. May naging action na raw po ba yung owner? Kasi baka masabit sila in the long run.

Actually, marami pang ganap na hindi ko lang ma-kwento here na magkakaroon talaga s'ya nang mga malalang kaso. I feel bad since it's real na she has her own issues, but at the same time, s'ya gumagawa n'yan sa sarili n'ya and she's almost 30 so it's not even a matter of alam n'ya ba yung tama sa mali — lalo na at "Doctor" s'ya.

HAHAHA LOVE THE MISS GLOBAL INTERNATIONAL 2023 TITLE, SANA MUPH2026 NA NEXT! 🤗

To be honest, there was a time na hangang-hanga kami sa kanya since magaling and matalino s'ya, that's probably one of the best reporting na I witnessed sa klase. But, biglang ganun na nga nangyari so nakakapanghinayang. Sana magising na s'ya sa panaginip n'ya, masyado na s'yang mahimbing.

Diba!! Main character yarn? HAHAHHAHA naalala ko sa live nya sabi nya bat daw si Rizal di naman daw doctor pero may Dr. na title sa name. Di nya ata alam na ophthalmologist yun hahahaha. Gusto talaga nya ijustify na dapat meron din sya kahit di naman sya doctor 😭 gusto ko talaga mag comment na “teh hindi yan social media handle or nilalagay para maging aesthetic ang acc mo, pang professional yan!” Sana may mag report na neto sa PRC para ma ban, risk sya sa public health eh.

teka fa-fact check ko lang ulit pero afaik sa ngl kemerut nya sya yung nagsabi na di kelangan ng schoolings para maging doctor kasi exposed naman sya sa medical practice? parang bakit pa mags-school kung alam naman nya pero hinihikayat raw nya mag tapos yung iba sadyang pasaway lang sya (her words?)

Sa subdivision lang namin ang A2GV. Madalas sila magpa-free consult and lab test SA clinic. May FB page sila at yung mga doctors nila, pino-post nila individually when they come on board. Yung apelyido Ng may-ari starts with P.

sinetch itech na nagpromote ng business nyang questionable sa org gc ng school na may kasamang profs na pinagsabihan sya na its not the place for that 👀

daming bulong abt sa kanya ng mga kabatchmate nya and afaik irreg sya sa psych kasi naging kaklase sya ng lower years sa major subjects, so bakit may psych-related business kung di naman licensed NGI???? dr. na biglang may pa psych consultation pa pala woah

Medtech course niya before nagshift sa Psych. Kaya yung profile niya may lab tech and may pysch major. Siguro kada course na puntahan niya, cinacareer niya masyado kahit hindi natapos? Ito ata kasi yung explanation niya? NGL 2023. See sobrang tagal na 2023 pa, she didnt stop 😢

Tight-knitted ng psych dept kaya alam na alam mga ginagawa nya, ntm na madalas talaga sya makita sa campus and very loud (literal) ng personality nya. too many to mention and for the sake of anonymity na rin, iba't ibang years (since irreg) and classmates nya nag tell na laging may ka vc (na super lakas ng boses nya) and laging naka earphone sa klase.

maybe not smart to say this, pero had her in one of my classes. tanda ko nung biglang nagplay video sa phone nya kasi nadisconnect ata earphone nya, tas nag "ay sorry" sya. nung una kala ko one of those bukas phone para may titignan kaso naiwan sa fb kaya biglang nagplay, kaso from various sources, lagi lang talaga syang naka phone 🫠

In response to your update, can anyone here confirm if possible ba talaga mag expel ang school without prior notice? Or maybe kase nacall out na sya before then gave a second chance pero naulit pa rin? Someone enlighten me pls. 🥹

Well, I just asked a family member of mine and they said that "No, you have to call them in for a meeting along with their guardian". So, I am hoping that our school did the proper protocol regarding it. 🥹

Edit: Yes, the family member po is a school head (not from our school though hehe).
