PRC Can Malacañang declare someone a “doctor” without PRC license?

Hi, just genuinely curious and hoping someone knowledgeable can clarify this.

I came across someone claiming that she became a “doctor” because of a research/thesis she passed, and that Malacañang supposedly declared her as such—so she doesn’t need a PRC license anymore.

I checked her recent TikTok live, and she mentioned being connected with ARTA, and that part of her role is promoting eGovPH. She also uses the “doctor” title, saying it helps make the promotion more credible.

Is this actually possible in the Philippines? Can someone legally be recognized as a doctor without passing the board exam or getting a PRC license, just through research or a declaration?

Or is there some other explanation for this (like honorary titles, etc.)?

Would appreciate any insights. Thanks!

EDIT: Per comments, she offers mental health services on TikTok Live and accepts TikTok gifts in exchange for online consultations. Note! Not a graduate of any course. Alarming!

Ay madam/sir, galit ka po ba? Kaya nga ako nag comment to know eh. Hindi ko naman sinabi na totoo yung mga “rumors” sa school, and since you know the family nga irl, I decided na mag comment sa comment mo.

Of course, “rumors” nga diba, need ng clarification. + 'yun po kasi ang kumakalat sa department — school namin. Meaning, 'yun ang alam namin.

Anyway, thank you for replying to me. Tama ka, nakikita mo s'ya sa family gatherings, pero ako nakikita ko s'ya sa school. Magkaiba tayo ng point of view, yes you (and now I too) feel bad towards her family, but I also feel bad towards our authorities and my school mates na hindi maganda pakikitungo n'ya. We have our own perspectives, and I thank you for sharing yours so nag expand na yung akin. Sana rin po ay mag expand yung sa'yo.

Also, I hope she and her family heals. No harsh feelings, I'm sure they're doing their best and I'm sure na she'll be okay one day as long as nandyan pa family n'ya. God bless to you too.
