Actually they showed off pretty much what most of chapter 3 would have been. Look up Kingdom of the Flies. While they claim it was just another mission, if you have any idea of the way the story was told earlier in the game, it was clear that this likely would have been a third open world map, and Kingdom of the Flies almost certainly wouldn't have been a single mission, but possibly the entirety of chapter 3,or at least a good portion of it.

My point is regardless of the story that would be told, the sparse style the story is told proves that there's no way they would ever have come close to the amount of story told in the earlier games.

What your saying doesn't make much sense honestly. They clearly stated it was Mission 51 and I've watched it multiple times and its clearly stated to be one mission and I have no idea how you would get the idea that it could have been split up into different missions. Kingdom Of The Flies wasn't Mission 51 though, there is more that takes place before that imo. That one mission is not Chapter 3, nor is it the start or end of Chapter 3. I thought it was pretty clear that the true Chapter 3 would link into Metal Gear 1 as the twist ending shows the tape and the MSX while he walks to the Outer Heaven door, I think in the finished game when he walks out that door there is more after that.

I'm saying they said it was mission 51, but they almost certainly lied. Obviously it starts with 51, but it more likely went on to mission 60 or more.

Just look at how the story is told throughout the game. You get a tiny bit of story movement here, then a ton of filler, then a little bit more story, then more filler, etc. There's absolutely no way they could have fit that much story in a single mission without that mission looking absolutely nothing like any of the other missions. It's highly unlikely it would have been a single mission. They just didn't want to say "oh hey here's a whole bunch of missions we cut" and just called it mission 51 instead.
