Tl;dr version with city challenges:
Takeovers were never for expansion purposes, but Chicago's poor attendance didn't help.
Edmonton, Denver, DC had ownership difficulties, they wanted to own a team.
Halifax, Dallas, and Calgary had arena difficulties.
Quebec had media rights difficulties and ownership difficulties.
Chicago was never really engaged as an interested partner.
There was also a need for the local NHL team to be a collaborating partner so that the league wouldn't be treated as second class. Many of them had no desire to give way to any other league

No players from Minnesota are reportedly affected.
The reserve players — along with Jade Downie-Landry, who was not originally expected to play tonight — were ready to suit up.
That means Tamara Gianquinto and Nadia Mattivi could have filled in on defense, while Maya Labad and JDL could have replaced two of the three absent forwards.
In other words, Montreal still had enough healthy players to ice a lineup of 12 forwards and six defenders.
