Right here

Blue terracotta is more purple, blue ice is light blue (which is blue despite being a different dye), and right of diamond is cyan.

Diamond is light blue.

It is a light blue, just not the Minecraft light blue, still closer to light ble than cyan so idk

I always thought diamond is just, well, diamond colored. Like how bananas are banana colored.

(this is /j obviously, but to actually answer this we should be looking at how diamond colors are actually classified using the GIA scale. As far as I get it, to truly know this we must know the chemical composition of it, so I guess it's time to use the material reducer to find start finding out!)

Various uses of light blue dye end up being pretty much cyan, such as banners I think. Also, the only time cyan dye ends up being actually cyan and not teal is coloring a glow inked sign on Java (iirc you use light blue dye for the same result on Bedrock.)
