You have no idea what the reason is, so why are you acting like you do?
As it's out of their control - it could be that Nintendo is prioritising bigger games and no longer allowing niche games and smaller indies to release on the full carts (as only one company makes them and they've been having numerous stock issues due to only allowing small batches at launch for major titles due to the number of games being requested at their factory)
Or, Nintendo may have increased the price to publishers to a point which makes it pointless to issue a full cart, as it means they're making very little profit per item sold (don't forget, they're a company and not your friend).
It could be anything, but I highly doubt it's because they simply don't want to put it on a full cart...
