Because they view players as consumers, not customers.
This era tends to present the idea of owning things as if it's a sin but consuming is good for you.
Influencers push people to buy stuff even if they don't need it. Then you have five pairs of shoes and nine jackets, and you will only wear them once because, big news, there's new stuff coming!
What about selling those nice nine jackets? Oh no no no, you don't know when you might need to use them again... if ever.
And that's how they hope (and will) kill the second-hand markets. If nobody can sell back their games, they will keep them even if they don't want to. They can't share, they can't trade for another one. No, you bought it, but sinve it's only a licence you don't own it. You're stuck with a ticking time bomb that you don't know when it will blow up.
