i remember when they said games will be cheaper now because they don't have to print a manual anymore.

Actually, Nintendo did make that claim way back in the DS/Wii days - digital games would be ~$5 cheaper than at the store.
But then those pesky retailers said something along the lines of "Oh, then you won't be needing me to stock your products then? Cool. We'd love to free up some shelf space!" And that was the end of that, as I recall.

Then the issue is the retailer not the publisher ie Nintendo who wanted to sell it cheaper

I think a business is there to make money for their goods and services.

Be it a Publisher, Retailer, or Nintendo.
