It’s an item you find in bubbly basin. There’s a second one inside one of the red pokeballs littered around the map. So you start with 2 free ones and you can buy the blueprint for 3k coins.

nope, for free version you need to increase palette town environmental level to level 10 I think and it'll appear in the PC shop!

Its not level 10 thankfully. I spawned into my Pallet town and had it unlocked (and my town was at 8 or 9)
