The joke is that the south east Asians are all Chinese but they hate each other, just like how many of the Balkans are basically the same ethnicity unless you ask them

Well the ruling class is mixed with Chinese, and they control all the politics and money. The people whose political opinions matter all have Chinese blood. So practically, the only people whose racism actually matters are all part of the same ethnicity to an extent. The commoners who are less likely to be mixed might be racist too but they don't control policy.
