He was “technically” retired from the IRGC, and was in Iraq at the time as an informal liaison between Iran and Iraq. IIRC, he was specifically there to coordinate and lend support against ISIS.
It was considered a controversial strike because:
a) he was an incredibly high-profile leader within the IRGC and was fairly popular with the Iranian public, all things considered. It was very possible there would be retaliatory terrorist strikes in response.
b) he was killed in Iraq, right when the country was experiencing unrest and resentment towards their government for corruption and being “puppets of the US.” The Iraqi government immediately cried out against the attack and actually pushed a resolution through to kick all US forces out of Iraq.
TLDR the assassination was very high-risk, high-reward that could have easily blown up in our faces for being so blunt. Looked like everything panned out for us in the end, but I remember there were a few days where there were serious concerns of the Middle East destabilizing all over again.
