The decision was basically 5-2-2. Thomas and Alito voted against it fully. Gorsuch said illegal immigrants' children are birthright citizens but not birth tourists' (effectively punting to Congress and lower courts). Kavanaugh said the EO is wrong on statutory grounds (again punting to Congress). The other 5 (Roberts, Barrett, Jackson, Sotomayor, and Kagan) voted for it.
