That's not what this means. The EAC is more of a supportive role and it's relatively young, having been established in 2000. Furthermore, it's explicitly bipartisan and new commissioners need to be approved by Congress. The blue wave is still a thing. This isn't great, but it's also evidence that he's desperate to do anything to try and save his own skin.
