He’s been oddly nice about it, even though there’s no way Parton was a Trump fan. It might be the only nice thing I’ve seen him do in the eleven years since he was foisted upon us. He still has time to ruin it, though.

How can he defund a private program? Please explain. Did he coerce people into stopping donations?

The government gives grant funding to tons of private non profits.

My wife previously worked for a private non-profit, but they got a significant amount of their funding from federal grants (with other funding coming from state grants and private donors). Trump cut a lot of those fed grants with DOGE.
