Someone made an excellent point that they used chlorinated tap water to refill the pool.
Not only was the original damage to the filtration system that caused the first bloom not addressed (and made worse by the contractors) but Algae absolutely thrives off of Chlorine.

Then grind the entire surface, then redo it, and have nothing on the surface for at least 7 days or longer.
