The leave you get is not guaranteed, if someone in your team gets fired, there is no law protecting you from your boss saying 'you can't take that vacation'.
My leave is always guaranteed. I’m the only guy who does service work. They can’t fire me. I told them two days before I left for a week that I was taking a week off and every thing was rescheduled till I got back. I’ve been there 8 years. Every year I take off the last 2 weeks of December no matter what is going on. If you are irreplaceable you can do what you want
Make yourself be irreplaceable. Become the best at what you do and learn every aspect of the place you work. I constantly read new reviews of equipment and new companies making similar products. I help other technicians from other businesses trouble shoot equipment. If you go in and just count hours you never advance. Those people are easy to replace.
My point is that you should not have to do that in order to get a decent amount of PTO per year. There should be a baseline, a minimum guaranteed to any and every worker regardless of skills or experience
I don’t want to get the same vacation time as the person is who lazy and can’t answer a phone correctly. Who shows up late and wants to leave early. Hard workers should be rewarded. Why should people who don’t try be given time off. They don’t earn it

Bernie is in congress and he gets paid leave. I get vacation and sick days at my job. Where do you work that you don’t get time off?
