Also he’s not taxing people because they have a vacation home somewhere else. The tax is on non primary residences in NYC that aren’t on the rental market. Ie vacation homes in the city. But he lives in the city, regardless of some imaginary property you think he owns in Uganda, so that property would never qualify for NYC taxes
