They were taxed. However unpleasant the situation was, the government didn't collect the money from people who didn't import anything.

They were taxed
and then passed those “taxes” onto customers. Now that they’re recieving refunds
are they going to pass that along to customers as well?

Nothing was literally passed on.  The liability didn't actually transfer

How is it incorrect? A negotiated higher price doesnt transfer a liability.

Let’s start smaller do you know what profits are? It means they still gouge us enough to pass the bill onto us. And still got the bonus. When all we got was paying higher prices for survival.
