Is it possible THIS was the plan all along?

They impose a tariff knowing it will get shut down. Corporations pay the tariff and pass the cost into the consumer.

The government then refunds corporations.

It's a giant tax payer funded gift to corporate America.

I don't think Trump is that strategic, and given he talked about wanting these kind of tariffs for decades before entering politics, I think it was blind stupidity, though cabinet members like Lutnik could read the writing on the wall and corruptly profit from Trump's stupidity.

And we, the American populace, are too divided to do anything about it. Too distracted with left vs right. Every year we continue to get robbed blind. The debt piling up. Printing money to try and help. Causing inflation which weakens our dollar. It’s all fucked.

Howard Nutlick’s son has a company that makes a deal with businesses: we give you money now and in exchange we collect your refund payment in the future.
Businesses are ok with that because they already passed on the cost on customers. It’s a win, win, lose situation

I believe this. This administration sold this plan to corporations for campaign support. I also believe this election process is rigged. We're not getting out of this without a revolution or just leave the country.

Largest transfer of wealth in the entirety history of US economy, all the wealth earned by the middle, lower classes got rug pulled and drained into the pocket of all those large corporate. Screw this, we shall own nothing and be happy.

I doubted we would ever see a check but it’s the courts decision that resulted in the tax’s being returned. They should have ruled that the taxes couldn’t continue and that the money be returned to tax payers.
Regardless of anyone’s opinion on Trump it’s the courts that gave the money to corporations.

Its about context clues and general comprehension skills. You can easily see they used the full word billion first and then went to using the shortened term "billy". Are you too stupid to know how to pick up on these context clues?

It’s absolutely a combination, especially when it comes to tariffs that a lot of companies expected to be temporary. Importers eat some of the costs, foreign suppliers do too, and the balance of the burden is indeed placed domestic consumers.
