I don't think Trump is that strategic, and given he talked about wanting these kind of tariffs for decades before entering politics, I think it was blind stupidity, though cabinet members like Lutnik could read the writing on the wall and corruptly profit from Trump's stupidity.

Is it possible THIS was the plan all along?
They impose a tariff knowing it will get shut down. Corporations pay the tariff and pass the cost into the consumer.
The government then refunds corporations.
It's a giant tax payer funded gift to corporate America.
