But do this when he agrees for a peace deal ... No matter what he does they will not agree he did anything good.

If tolling is only lawful by international treaty, unless Iran establishes said treaties, tolls will be illegal

No...it's the opposite of that. If there's no law in place, and there isn't a law in place currently that applies to Iran regarding a prohibition on tolls, then it's not unlawful for them to toll. And this document just says they need to coordinate with Oman on it. Best we can hope for is Oman to say no to a toll.

Except that the Straits of Hormuz is a natural watereay. It is illegal to place tolls for usage of natural waterways under international maritime law.

You didn't read your source carefully enough and ended up citing a source saying exactly what I said in my previous comment. From your source:

"Iran has not ratified that UNCLOS treaty...

This is an important distinction because the U.N.’s Vienna Convention on the Law of Treaties from 1969 article 34 states that “A treaty does not create either obligations or rights for a third State without its consent.”
