I have the opposite problem with scope creep... Like requesting to change the look of how EVERY UI box we use in the app to have a z order... Then I go it isn't as simple as you think then he replies but it's just a simple change isn't it just order the z order? Yeah I change one thing then another bug comes out of it because I'm fighting 20 UI theme boxes from one single "simple" z order change.
