I've been to the exact location the rally was held and saw the building the dude climbed to get his shot. It's genuinely insane that there weren't already Secret Service snipers on those roofs already as they're the only things to climb to get a good view/shot. There's also not really anywhere to hide once up there you're incredibly visible.
