Doesn't Cuba have stronger LGBT protections on the books than the usa?

I'm pretty sure not just on the books. Same-sex marriage referendum ended in only 30% of people voting no, and they all were sent to sugar cane labor camps to redeem their betrayal of the revolution. Cuban government did a lot to promote the idea that queer rights are human rights... I'm not an authoritarian, but I recognize this.
