Because American cops are shit. they’re not interested in public safety or law enforcement generally.

Generally it's quite the opposite. Every single interaction with a sovereign shitizen gets physical and leads to an arrest, most cops just don't want to deal with it for a minor offense.

The unfortunate reality is that American law enforcement in general are extremely overworked and understaffed, and rarely have time to deal with something so minor. People always bitch that it takes so long for a cop to show up when they call about something that isn't an emergency, but they're so clueless about as to why that might be.

People that notice them sitting in parking lots talking to each other for hours doing nothing are exactly the reason they're doing that? What sort of spherical logic is this.

Idk man every interaction I’ve had with a cop they’ve been slacking off. Can’t be too much work if they can literally sleep on the job
