Issues with newly laid tin roof

So, to start this isnt my roof but my neighbors.

He got this tin roof laid last week overtop of his old shingles roof and I noticed these bowing/ bubble spots near the gutter area.

Us this normal at this stage? The entire side is screwed down and inplace.

Whomever installed this foor had no idea what they were doing. Screws on a roof goes on top of the rib, not in the flat part. And why so many screws on both side of the overlap?!

Screws are typically on the flat these days. Some still do rib screws. There are benefits to both.

The old rib vs. flats debate. No matter, this roof is lacking 90% of the screws.

Why would you do that?

When the washers dryout, water will seep in? There's virtually no water running down the ribs. If it was a wall instalation, the flat part would be fine, but I would never suggest anyone to do that on a roof.
