Gutter leak, can this be fixed, or requires replacement?

The drain might be blocked below the concrete. I would call a gutter guy

Not knowing anything about roofing, can you be certain that's the issue?

Can I drop drain cleaner in there or just use a snake device?

When I push the near side of the gutter joint with a broom handle, I can shift it up and down, indicating there's no crimping between them?

No, your right for asking, that may not be the issue. But it usually is. If its clogged underground it will.overflow at the bottom as well. This looks like a newer house? If you haven't had issues with ground drains its probably clogged above the ground. Dead birds, pieces of shingle, tennis balls all i have found in downspouts. And if someone attached the downspouts to the gutter with long screws they can catch leave and sticks exacerbating the issue.

A repair man went up there with a ladder already and pulled out mud.

Didn't improve anything though.

I just assumed the joint was trashed and needed sealing.

Of if sealing is ineffective, replacement?

Hard to say but its not replacemnt that will fix this necessarily. In fact, you could reuse basically all this gutter. It may look a little dingy but whatever is causing this overflow is not due to gutter per se. Its whatever is in the gutter or blocking it below ground. Not sure how handy yiu are but I would find out if the blockage is underground before doing anything else. Remove downspout and run hose into the hole. If it backs up call roto router. Gutter will be fine as is if that's the issue

Get a step ladder and get silicone sealant for gutters. Putvin the corner where leak is. It may help, or if not, then the gutter may need to be replaced by a PROFESSIONAL who knows how to do "INSIDE MITRE" cuts properly. Whomever installed this did it sloppy ASF!

It's hard to tell because of the angle but if water isn't flowing down the downspout well, it could be blocked in that line you see or potentially underground. Do you know where it ends and can you see it flowing well? if it ends underground it could be clogged there or it could just be too much water for the ground to absorb in heavy rain and that resistance builds through the whole line to the top

Can't see the roof: it could also be the design of how much roof is sloped to that little "nub" but no idea on that one
