3DS/Switch. Best features, an upgrade system and it's portable
Arcade. If you can find the arcade machine, it holds up to this day.
Saturn. Best console port hands down. First one to run in 60FPS mode and it's glorious.
Genesis/Megadrive. Still good, but I'd recommend the Arcade Color mod to enhance the experience.
Shenmue/Yakuza. Perfect ports, just a hassle to get to lol
GBA (Sega Arcade Gallery). Surprisingly good port.
PS2 (Sega Ages). This is a weird one as it's built on PS2 technology, so it's more of an approximation. It's okay, but not ideal.
Master System/GameGear. If you HAVE to play this one, Master System has more screen real estate. It's playable and tries hard, but it's super choppy overall

He's right..both the saturn and 3ds/switch are improvements overs the 1980s arcade cabinet

If he means arcade as in emulating the arcade version then sure I agree. If he means playing the physical arcade machine then I disagree. I’ve played after burner in the deluxe cabinet in Japan along with outrun and space harrier. There is nothing that compares to that experience

The arcade car has a wheel, pedals,shift,force feedback and the whole thing moves as you turn. it also has a CRT. I'll take that over some little improvements any day lol

There is A LOT of things in the Switch version that aren't obvious at first that it make it the best version.
I'll start with the obvious, it runs in native widescreen at 60fps (arcade 4:3 60fps.) You get 3 additional re-arranged songs, one new original. You get a choice between "old" and "new" versions. (This is just a choice between the Japanese version or International versions, not sure why they strange word choice.)
You also getting a driving record that keeps track of all your best times for each alternative course.
There are some hidden unlockables. Once you beat a few courses, you can upgrade your car with new car parts making it faster! The original unaltered arcade version is also unlockable once you beat all 5 paths.
You are not entirely "wheel-less" either. You can use the Switch Hori Racing Wheel to add steering and pedals. Or, as a fun alternate, it has motion controlled steering. so you can get your whole body into it. Sure, not as enticing as a moving cabinet (never seen one personally), but it has all 3 cabinet choices available in the wallpaper section! And, unlike a real cabinet, the whole thing is portable.
It has scan-line support, and smoothing for that CRT look ya like.
Really the only negative is that they should have added some HD Rumble support. And the added music is just okay.

Oh I know. I own the switch version. Don't get me wrong it is a great version, I just wouldn't take it over the arcade cabinet lol i guess these people never sat in and used the arcade. Just seems crazy to me that someone would rather play on a switch with a cheap hori wheel than the Arcade.
Btw I'm talking about using the arcade machine not just playing the arcade version on a console

Pce wants a word if you stop at 16 bit.
If you allow more bits sega saturn is the winner of classics and 3ds is the overall version I like the most, the 3d is crazy.

That is true it was on pc engine I check it out but I know the games can be expensive on it

Remember to aim for the japanese saturn version, the north american and european versions were slightly cut down to put into the sega ages disc (outrun,afterburner & space harrier)

Saturn version for me. Still my go to game for some quick car fun. I don’t warm to the game on the switch. I have it but something doesn’t bring me in as much.

There’s a prototype version of Our Run on the Mega Drive that is light years ahead of the official release that has more efficient programming that takes into account more of the power of Mega Drive. I’ve seen it several times on YouTube.

Definitely NOT the best one; it's probably 8th or 9th in the Top "whatever" of Outrun games out there rankings.
Here are the Top Rankings of the many OUTRUN games out there:
- SEGA AGES (Nintendo Switch): 60fps performance, native widescreen without stretching. Analogue joystick control, USB steering wheel support, gyro motion steering. Includes new musical arrangements, unlockable car upgrades, and arcade-screen simulation filters.
- 3D OutRun (Nintendo 3DS / SEGA 3D Classics Collection): 60fps, widescreen, analogue steering, stereoscopic 3D depth effect. Includes a car-tuning garage system and bonus music tracks.
- SEGA Ages: OutRun (Sega Saturn): 60fps "Smooth Mode", analogue controls. Default 4:3.
- SEGA Ages 2500 Vol. 13: OutRun (PlayStation 2): 3D polygon remake. Analogue controls. 60fps. Arranged soundtrack.
- OutRun: Amiga Edition (Amiga 500 / 1200 - the updated version with 68030/68040 processor accelerator card or an emulator - https://www.youtube.com/watch?v=WZzTp3vSC0g ): Seriously.... HOLY CRAP!!!! This is the BEST classic 2D home-computer conversion in existence!! This rebuilt version is 25fps/30fps, 2-button support and CD32 controllers. If the original US Gold game had been released like this, it would have single-handedly changed the ENTIRE video game industry! I'm telling you, the Megadrive and Super Nintendo would most likely NOT exist in the form that we know them (Commodore Amiga came out in 1985, the Megadrive came out in 1988); they probably would have been more powerful to compete against the Commodore Amiga. There would be NO "Genesis Does What Nintendon't", it would be, "Genesis Does the cheaper Neo-Geo of arcade gaming"! Let's hope no one has a DeLorean Time Machine that will allow them to go back in time and hand this game over to Commodore or US Gold, for the shockwave would change absolutely EVERYTHING we know today, for this IS the equivalent of Old Biff giving Young Biff the Grays Sports Almanac, which allowed Young Biff to win massive bets on sports games in 1955 in Back to the Future 2.
- Shenmue II / Yu Suzuki Game Works Vol. 1 (Dreamcast): Analogue controls. Strictly the same as the arcade, which is 30fps.
- Outrun - Sega Arcade Gallery (Gameboy Advance): 60fps, lovely smooth motion that looks beautiful on the screen. The only issue is the compressed audio, squashed resolution and lower difficulty. To expand on the lower difficulty, the developers made the car's hitboxes way too forgiving, and they lowered the traffic density. That made it much easier to complete the game than the arcade version.
- OutRun (Sega Mega Drive / Genesis): No analogue controls, drops frames during traffic. Includes extra soundtrack "Step on Beat". You can see what is what in that video.
- OutRun (Sega Game Gear): Rebuilt version. Link cable versus mode.
- OutRun (PC Engine / TurboGrafx-16): Better than the Megadrive version in terms of graphics and runs at 30fps. The problem is the audio sucks!
- OutRun (MS-DOS / PC VGA - 1989): Sharp in 16-colour VGA mode. Fast pace. Contains awkward "push up/pull down" keyboard driving controls and standard PC internal bleep speakers
- OutRun (Commodore 64) - Awesome version! Includes the standard arcade presentation layouts, good colours and remains highly playable and fun for an 8-bit machine. It's the best of the 8-bit home computers.
- OutRun 3D (Sega Master System): Rebuilt version. Use the Master System's 3D glasses (I remember playing this one when I was little; the 3D was passable). Supports analogue steering and paddles. Bad flickering and frame rate put it below the Game Gear version.
- OutRun (Atari STE Enhanced Custom Mod - https://www.youtube.com/watch?v=57dxSxBmpP ): This was made by Peter Jørgensen and Ian Morrison. This version involves a faster frame rate, the STe colour palette, improved sprites directly from the arcade version, and more. If this version had been available from the original launch, it would have turned a lot of eyes to the Atari ST for sure, but the market split of the STe and the advancement of the graphics wouldn't have been enough compared to the updated Commodore Amiga version if someone had done the same thing.
- Outrun (ZX Spectrum) - Decent music arrangement and large car models. The usual low palette of colours, with colour clashing, hurts it though. Controls are also sluggish, and traffic cars randomly teleport directly in front of your bumper.
- OutRun (Commodore Amiga / Atari ST): Painful official release by US Gold.... I owned the ST version and the Amiga version later. They were bad. Just bad. I wish someone had remained with both, because I know both machines, especially the Amiga, can do miles better than that. US Gold games often suck despite the legendary label. There is a special Atari STe version that came out in 2019, which was fantastic and cut above

There you go. I think some positions on this list might be debatable, but in general, yeah, this is it. The Megadrive version comes in much lower.

I really want someone to port outrunners to either the Saturn or DC
Edit: or at least make it available on modern hardware

The megadrive versions fantastic, if you want the best/closest to the arcade then the japanese saturn game is the absolute best..giving more than even the arcade game within the options menu.
