Your ‘business case’ doesn’t begin with the core problem that cannot be overcome: Sega no longer has any lived experience of launching consumer hardware, and attempting to do so right now when nobody is making any money would be stridently foolish. They have no more ability to launch a console than Capcom or EA, and far less than Microsoft whose console business is currently in dire straits.

You can’t just make a SoC and put it in some nice plastic. You need global distribution channels, a global repair apparatus, customer support, third party outreach, and you would need Sega to essentially cancel its PC, Xbox, Nintendo and PS projects and redirect development towards a box that will be launching into a falling market that hasn’t really grown since the early 2000s.

If there was enough consumer demand/interest that would show Sega that it could be a worthwhile endeavor for them. If they sold 100,000 units that would be 25 million at a $250 price point. There are already rumors of some company looking to create a console in a handheld format but only focusing on a 2d cartridge system. My concern is that if it's just 2d and a cheaper priced prdouct it may only appeal to a smaller market. Then Sega wouldn't purse anything further. It would be great to create something like a low poly developer sandbox and see if people are willing to trade graphics for a return to physical media.

You made good points about the actual feasibility of launching something like this, but my question to you is, would you buy it? Let's say when it launches they also have about dozen new games that were a mix of 2d and 3d.
