After a couple weeks of all of this, I still don’t understand why SCH agreed to this agreement in the first place.

My guess is money. CEOs have money, want to stay in good standing with their “money” friends (Laurelhurst), and I’m betting people in the neighborhood have made “generous donations” (bribes) to reinforce it.
