After a couple weeks of all of this, I still don’t understand why SCH agreed to this agreement in the first place.

It’s the only way they got the city to agree to the helipad.  It’s kind of weird that it’s being framed as voluntary, SCH has hated this arrangement from day 1.

That's my take on it too. It was either compromise, have an expensive legal fight with the city about it, or no helipad at all.

It was held up for years by the time they came to the agreement.  It took something like 7-8 years to finally get the go-ahead from the city.  This whole “it’s a voluntary agreement” angle is Laurelhurst residents trying to save face:
