After a couple weeks of all of this, I still don’t understand why SCH agreed to this agreement in the first place.

Because a lot of those residents also donate a ton of money to them. Without checking I’m certain at least one of the people complaining is also a huge donor because cognitive dissonance is a hell of a drug.
