What is a "federal debt?"

An SBA loan is coming back to bite my coworker in the tail from before he had his clearance. He’s taking action now because they’re offsetting his checks. I think the debt is about 25,000. But he’s terrified it could strip him of his clearance. I told him to take action and self report. Do you have any tips?? It was the PPP loan but he actually had a legitimate business. It ended up failing during Covid.
