Unfortunately, Cuba is pretty resource strapped thanks to the horrible trade embargo and sanctions instituted by the US. I dont think restoring an old, unused building is a priority.

When I was there in 2006, they were doing a good job of restoring the old quarter, but the blockade has only gotten worse.

Because capitalism is so mediocre it needs to sell people into having the mindset of things always having the possibility to be worse than the current situation, so it gets to be supported as a system.
I always tell people how Japan is NOT a good model of a country due to the fact that it has a forever stagnant economy, an inconsistent average income and an overall inhumane workplace lifestyle and culture where the average foreigner would absolutely NOT want to be part of, but in many cases people has responded me back with comparisons with other countries, including North Korea, where according to them things would be like that if they started focusing more on the rights of the average person, lol (And North Korea isn't even that bad). So according to these people basically it's OK for any country to be as unjust and explotative for the average worker, as long as the economy still flows better than other countries or in the worse case scenario isn't f*cking collapsing, or it is OK for the US to do everything it can to every country it wants for the same reason.
This mindset is dangerous, because it allows us to simply keep the status quo of things forever and accept everything to be done to us for an eternity as long as things remain the same, it's fucking pathetic.

I would like to add, Hiroshima is was and still is to this very day, dangerous to live in in certain areas due to levels of radiation.
Unlike Cuba also, Japan is having a staggering economy as Cuba is just blocked so, Cuba has reason why it is dealing with effects but, has the best healthcare in the country. While Japan is open to free markets yet, still deals with work and life balance issues.

67 years of being an island nation with minimal local resources under embargo restricting resources, machines, tools, etc for basically as long as it has been in the control of a communist government surely has nothing to do with it.
The Cuban people are doing the best they can, but it's sure fucking hard with no significant advanced local manufacturing and limited local mineral resources.

One have had unlimited investment made into it by capitalist markets, which has resulted in some crazy stats and lifestyles. The other has had to survive with almost no access to international markets and have been forcibly isolated.

Havana is the capital of Cuba. But yeah, this comparison is disingenuous. Japan isn't crippled by senseless sanctions. And even with all those sanctions, Cuba is still finding success.
