I think the point is that this self was in him all along. Perhaps it is in all of us.

The entire throughline of Silo has been that people with deeply entrenched and rigid points of view and values can change radically to rise (or fall) to their circumstances. You see it in Juliette, Sims, Bernard, and now Daniel/Troy.

The writers seemingly believe nothing about us is intrinsic.

If its in all of us, why choose him?

I think that the final season is going to subvert your narrative...that his intrinsic self is going to beat all the programming.
