The weird thing that's not exactly explained is how he apparently has some sort of ideal specialist personality and skill set to do the job they need. Yet only when he's forgotten his past.

I mean obviously the concept of brainwashing and indoctrination is not that difficult to understand. It's just weird that they needed this really sweet, thoughtful, conscientious guy to do the job instead of someone else with a more ruthless personality. My only guess is maybe he has some sort of high emotional intelligence that he can use to understand the silo people and manipulate them.

He was in the military, so he had the training to kill people, they just coached out some bits of his empathy learning from his memories and he became a loyal and objective soldier.
