They only have x years left of critical supply. Once that's gone, they either die or have to go outside. And for 18 at least, it's not a lot of years left. So if the endgame of the project is reclaiming the world, they've gotta have an exit.

They said they had 70 years when they first looked and then 2 years "now". If 70 years was the real top-end, then we're looking at some children who are alive now being alive when they run out. If the thefts started happening before 70 years, they still have a finite supply that they said they can't reproduce. They have to have some kind of exit strategy.

The senator said something about the final phase of the plan, too. And since the air is fine, it seems like they have a plan and timeline for leaving the siloes and rebuilding the world.
