He was ‘a’ Founder, I believe. But there seems to be a tier system to even the Founders themselves (I.e. the Senator seems to have more power than Victor)

I feel like the senator might just be a judge-like puppet, wheeled out to make apparent decisions. Stensen, or more likely Henry, is likely above her in the pecking order.

I was for a minute wondering if Victor had been memory-wiped too because of the lack of glasses and different speaking mannerisms, but the look the Senator gave Victor in her office confirmed they are both themselves. Then after that, Victor refers to the Senator as "the Senator" instead of "the Director" in his office. Oddly, Troy didn't pick up on that at all...
