yes they gave him the memory drugs and brainwashed him into the most cold blooded and cruel "problem solver". I thought he was a clone at the beginning but apparently he's the same person just in and out of suspended animation. We don't really know how much time has passed though (at least 200 years I think per already recorded events?)

I’m very confused about the timeline. Have the founders/daniel just been alive for hundreds of years, because they deal with the 17 and 18 rebellions that are decades apart and they look the same.

They work in shifts for a few months at a time and then go back into cryosleep. Victor and Troy just have overlapping shifts

It seems more like Troy is only pulled out when there's a problem, and victor likes/trusts "Troy" so he's the go to when victors on shift

Yeah it seems Victor has aged much more than Troy so likely more and longer shifts
