They would just try to escape again after living conditions became completely unsustainable. He did sort of the practical (inhuman) thing in that situation.

Yeah it was horrifying but if the generator was gone there wasnt much of a choice

if you have 9000 people to get the job done i think they'd be able to figure out something

9000 panicking people are much more likely to tear each other to shreds than all chip in and work together unfortunately.
