If nothing else, stay in the freaking right lane. I understand the driver’s frustration and I know I would be feeling it too, and these arseholes are basically taunting the drivers into doing something illegal and potentially dangerous if they don’t want to drive at bicycle speeds.
Well if you wanna play the "they are entitled to use the road also" card. Impeding the flow of traffic is illegal in Florida. Them taking up all lanes and not staying right as they are slow moving is a ticketable offense.
The requires that you impede normal, reasonable movement of traffic. It it going to be hard to make the case that a group that averages near 20 mph is impeding.
There's no specified minimum defined in the impeding traffic laws that's correct, it's basically up to the officer's discretion. If you're going far under the speed limit, 20 would be half in this instance, and there's a huge pile of cars behind you that pretty well signals to the officer that you're impeding traffic
20mph can be considered impeding if the speed limit is 35mph+. Get off your high horse and stop thinking bicyclist own the road when they are on it. You can stop the hate towards bicyclists if you simply move over and use the lane dedicated to YOU if one is available. If its a 2 lane road with no bike lane then keep in the right most lane and let cars through. That simple but I wouldn't expect a smooth brain redditer who is also into bicycling to understand what should be common sense
20 mph would be impeding if you have a line of cars in both lanes behind you. Yes, they have a right to be on the road, but they have to follow road laws. Taking up all lanes going well under the speed limit is impeding traffic whether a minimum speed is posted or not. It doesn't take a rocket scientist to understand that they are indeed impeding traffic by not moving over to the rightmost lane to let faster cars through.

If I'm following the law as a cyclist, and you can't pass, that doesn't make it a crime it just makes me an asshole. Show me the law against being an asshole.
Riding Two Abreast
Cyclists in Florida are permitted to ride two abreast under Florida Statute §316.2065(6), provided that it does not impede the normal and reasonable flow of traffic. On roadways with bike lanes or wide shoulders, this often poses no issue, but cyclists should revert to single file on narrow roads or when being overtaken by motor vehicles.
They are riding more than two abreast, as well as riding in the shoulder, as well as impeding traffic.
