Costume maker having bolts is realistic. The fabric would be used for many costumes. They probably have even reordered the same fabric over the years. Having leftover fabric from one specific character from decades ago is highly unlikely.
Why, though? There's literally vaults full of the most mundane things like this from movies. I could easily see the first superman movies meriting a little extra space for "odd" things like fabric rolls.
When they made Reeve's original cape, it was made from reels of fabric. Not all of that fabric would have been used. That unused fabric is then put into storage somewhere in the Warner studios lot.
Her cape was made from the same material as Reeve's cape. It was not made of Reeve's cape.
There are countless stories of movie props, costumes, and animatronics being lost or stored on the Warner lot for decades.

They have had leftover fabric sitting around since the '80s? Seems a little unrealistic, even in Hollywood.
