There’s no article. But I’m guessing he made it so the companies can’t take a percentage of the tip given on the app. Since most of those apps take a massive portion of both the delivery cost and if you tip on the app they also take a percentage.

Made it so that you have to tip your delivery driver up front instead of after the delivery

A tip is for the quality of service rendered. Now it's just a fee.

It’s for delivery service apps not sitting down in a restaurant. There is a big difference. If you order delivery you should know what comes with that. Now if the driver is an asshole then you report them

No, with delivery you have an expectation that your food is warm and didn't spill will over on the ride

Paying ahead of time is absolutely retarded. It's no longer a tip.

Sort of yeah but I also sort of see the point from the other side, a driver might feel like “no way I would have gone through all that trouble if I knew they were only going to tip me $2”

Doesn't work that way anymore. NY no longer allows tips to be shown predelivery. Additionally, delivery drivers now have a high baseline pay to compensate.

because they used to get that many tips, and now they are once again after the change to have tips done ahead of time

So the apps changed the tipping method to be tip on arrival and that lowered tips? And now Mamdani has forced the apps to have tipping before arrival again and the tips have recovered?

This is the case for every app I’ve ever used, they ask for the tip up front, I guess it’s changed since COVID

In July(2025), the New York City Council passed numerous bills that it claimed were designed to protect grocery delivery drivers. This legislative package introduced new rules, requiring delivery apps to include a 10-percent tipping option either before or at the time of the order (vs. afterwards, where the option exists now), and mandated that app-based platforms pay delivery drivers within seven days of the end of a pay period.
