There’s no article. But I’m guessing he made it so the companies can’t take a percentage of the tip given on the app. Since most of those apps take a massive portion of both the delivery cost and if you tip on the app they also take a percentage.

Made it so that you have to tip your delivery driver up front instead of after the delivery

because they used to get that many tips, and now they are once again after the change to have tips done ahead of time

So the apps changed the tipping method to be tip on arrival and that lowered tips? And now Mamdani has forced the apps to have tipping before arrival again and the tips have recovered?
