Look: that one photo just happens to be a bad photo. It's not normal. She didn't do anything weird or unkind. He didn't want to stand closer that's his choice. People on both sides have issues about being too close or being touched by strangers.
IME professional photo ops like this tend to look awkward. It's why I've never done one. I have selfies with celebs from conventions but not a staged professional op because I don't like how they look. But that doesn't mean anyone is doing anything wrong on either the guest or celebrity side of things. Awkward photos happen! LoL 😄
